Environmental Corporation of America (ECA) has completed an Archaeological Assessment for the federal undertaking at the subject site. The proposed undertaking would include a 285-footoverall height self-supporting lattice telecommunications structure and associated ground-level support equipment. The proposed lease area would include a proposed approximate 100-foot by 100-foot (30-meter by 30-meter) lease area. The proposed lease area would be accessible by a proposed approximate 52-foot long by 30-foot wide (16-meter by 9-meter) access/utility easement. The proposed facility would be located at 4664 Maysville Road, Commerce, Jackson County, Georgia.
This archaeological assessment was conducted in order to ascertain whether the proposed undertaking, on the project site, might directly or indirectly affect cultural resources, if any such resources exist. During our database research, we identified one previously recorded archaeological site and seven archaeological surveys within our standard 1-mile background research radius, but outside of our APE for Direct Effects. Additionally, during the course of the field survey portion of this archaeological assessment, no cultural resources were encountered throughout the APE for direct effects.
ECA believes that the proposed undertaking would have no effect on any historic or prehistoric archaeological resources that are listed in or eligible for listing in the National Register of Historic Places. Therefore, for archaeological cultural resources, we recommend no further consultation under Section 106 Review of the National Historic Preservation Act for this proposed undertaking.
Abstract 13974 Subterranean Consultants (STC) conducted a Phase I archaeological survey of the Agnes telecommunication facility lease area and access/utility easement on April 24, 2020. The project area is in northern Bulloch County in Statesboro, Georgia. The study was conducted for Terracon Consultants, Inc., on behalf of Cellco Partnership and its controlled affiliates doing business as Verizon Wireless, to locate and identify archaeological resources and to assess resource significance based on National Register of Historic Places (NRHP) criteria (36CFR Part 60.4 [a-d]). This survey was conducted to comply with the provisions of the Federal Communications Commission (FCC) permitting under the Nationwide Programmatic Agreement (47 CFR Part 1). In accordance with the permitting process, the survey was conducted in compliance with Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended.
The Phase I survey included a literature review and intensive field survey. During the literature review, which took place on April 23, 2020, state and county maps and documents were examined to determine if previously recorded archaeological resources are in the project area. The field survey was conducted using surface and subsurface techniques (i.e., visual inspection and shovel testing) to locate and identify archaeological resources within the study area.
