Abstract

In March 2019, Southeastern Archeological Services, Inc. (SAS), conducted a Phase I archeological survey of the Kibbee Tap Transmission Line and proposed access roads in Montgomery County, Georgia. The Georgia Transmission Corporation (GTC) proposes to construct a 2.3-km (1.4-mi) transmission line from the southwestern side of State Route (SR) 15/29 to the Shaddock Creek-Vidalia 115 kV transmission line. The intersection of the proposed transmission line and the Shaddock Creek-Vidalia transmission line is ca. 65 m south of County Road (CR) 25. In addition to the proposed Kibbee Tap transmission line, proposed access roads were surveyed. One access road allows access to the northern end of the proposed line from CR 25. The other proposed access road is further south and would allow access from CR 25 to the central part of the proposed transmission line. Most of the southern proposed access road runs parallel with the Seaboard Coast Line Railroad. Total distance of the proposed access roads is 1.3 km (0.8 mi). Because of restrictions accessing private property, portions of the proposed southern road were not surveyed. The archeological survey identified one prehistoric archeological site within the proposed transmission line corridor. This site, site 9MY46, is recommended not eligible for listing on the National Register. Since the proposed construction of the Kibbee Tap 115 kV Transmission Line will not adversely affect significant archeological resources, we conclude that the proposed construction of the transmission line should be allowed to proceed.
