A PHASE I ARCHAEOLOGICAL DIRECT EFFECTS AND VISUAL EFFECTS SURVEY FOR THE PROPOSED MARTIN LUTHER CELLULAR TOWER, MUSCOGEE COUNTY, GEORGIA

Abstract

TerraXplorations, Inc. (TerraX) of Mobile, Alabama was contracted by Trileaf Corporation of Maitland, Florida to conduct a Phase I archaeological direct effects survey and a visual effects survey for the proposed Martin Luther cellular tower in Columbus, Muscogee County, Georgia. The Area of Potential Effects (APE) for direct effects includes a proposed 9,000 sq ft lease area and a 76.2 ft long access road with a width of 30 ft. The proposed tower will be a monopole type constructed to a height of 190 ft. The total area of the direct effects APE including the lease area, access road, and utility easements amount to .25 acres. 

Background research and the field survey followed guidelines established under the FCC Programmatic Agreement. No previously recorded archaeological sites, previous archaeological surveys, nor previously recorded historic resources are located within a 0.5-mile radius of the current study area. During the course of the field survey portion of this archaeological assessment, one new historic archaeological site was encountered, 9ME1404. Since the site was unable to be fully delineated due to project constraints, its eligibility for the NRHP is unknown, but the portion of the site within the project area lacks research potential. As a result, the proposed Martin Luther cellular tower is expected to have no effect on any historic or prehistoric resources that are listed in or eligible for listing in the NRHP.
