PHASE I ARCHEOLOGICAL RESOURCES SURVEY RAW WATER HOLDING POND TRACT AND ASSOCIATED USE AREAS

Abstract

In May 2021, R.S. Webb & Associates conducted a Phase I archeological resources survey for the City of Carrollton’s 20.6 hectare (51-acre) proposed raw water holding pond site and associated use areas in Carrollton, Carroll County, Georgia. The proposed project includes the filling and cutting operations necessary to construct a holding pond and a corridor for an outlet spillway; the undertaking also requires a contractor use and storage area. The Georgia Historic Preservation Division (HPD) requested the archeological survey in a letter dated March 15, 2021, noting that the survey was necessary to comply with the National Historic Preservation Act (NHPA). The City of Carrollton must comply with the NHPA because the City is applying for a loan from the Georgia Environmental Finance Authority, which administers U.S. Environmental Protection Agency funds for projects such as the current one. Under the NHPA, archeological studies are conducted to determine if archeological properties eligible for the National Register of Historic Places (NRHP) will be affected by a proposed project. Archeological resources within the project Area of Potential Effects (APE) are assessed for significance using the NRHP eligibility criteria set forth in 36 CFR se the current study is an archeological resources survey, the project APE was set at the project area limits of disturbance.
