The Albany streetscape project consists of improving sidewalks, road resurfacing, lighting, and safe pedestrian access, as well as landscape planting/replacement and street furnishings, along portions of six streets and two alleys in the historic commercial center of Albany. This project will include the following streets: Pine Avenue (Ave), West (W) Broad Ave, North (N) and South (S) Jackson Street (St) (separated by W Broad St), N Washington St, N Front St, 100 Broad Alley (known locally as Pretoria Alley), and Oglethorpe Alley. The project limits along the six streets and two alleys are defined in Table 1 (Figure 1).
The concept plans for the six streets and two alleys include repaving all six streets and the alleys. Replacement of sidewalks along a portion of Pine Ave, N Front St, N Washington St, W Broad Ave, N Jackson St, and S Jackson St. Landscape planting along all six streets will address replacement of existing plant material and the addition of new plant material. The alleys will be designed to provide safe vehicular access but also accommodate the local back of business aesthetics for such uses as outdoor dining. Overhead lighting and specialty paving will be important components of the alley concept design. Utility improvements include the upgrading and replacement of water lines as well as necessary renovations to stormwater infrastructure. N and S Jackson St improvements will include an extension of the Freedom Walk to link to Freedom Alley on Pine Ave. The proposed pedestrian improvements will address safe mid-block crossings on N Jackson St, Pine Ave between N Washington and N Front St, and on N Washington St. Improvements include the addition of Americans with Disabilities Act (ADA) accessible ramps, and the addition of decorative pedestrian lights. Road improvements for N and S Jackson St will expose the historic brick streets. Landscape improvements on W Broad Ave will address replacement landscape planting of the existing median. Existing right-of-way (ROW) varies between 23 and 36.6 meters (m) (76 and 120 feet [ft]) on local streets, and between 6 and 12.5 m (20 and 41 ft) for the alleys. All work is anticipated to occur within the existing ROW.
