Phase I Archaeological Survey of the Old Albany Road Sidewalk Project, Thomas County, Georgia

Abstract

The project proposes to construct a concrete sidewalk and drainage improvements along the eastern side of United States (US) 84 Business Spur (BUS)/State Route (SR) 38 Business Route (BU)/ Old Albany Road (hereinafter referred to as Old Albany Road) from City Street (CS) 817/North Boulevard (hereinafter referred to as North Boulevard) to CS 790/Plantation Oak Drive (Plantation Oak Drive) in the city of Thomasville. Portions of the existing project area are characterized as urban and suburban areas, and at the intersection of North Boulevard, a sidewalk currently exists leading into downtown and to several nearby churches. From the southern terminus of the project at the intersection of Old Albany Road and North Boulevard to the northern project terminus point at the intersection of Old Albany Road and Plantation Oak Drive, the majority of the roadway has ditches with steep embankments and narrow to non-existent shoulders with no sidewalk. The proposed improvements include adding storm drain pipe where necessary and filling in the ditches, 2.5-foot (ft) (76.2-centimeter [cm]) concrete curb and gutter, 5 ft (1.52 meter [m]) concrete sidewalk, a 3 ft (0.91 m) grassed strip to act as a buffer between the roadway and pedestrians, and the potential construction of retaining walls where appropriate. Construction of 2.5 ft (76.2 cm) concrete curb and gutter is also proposed along the western side of Old Albany Road. Existing right-of-way (ROW) is approximately 50 ft (15.24 m) and the two existing travel lanes are a total of 24 ft (7.32 m) in width. The proposed project would be approximately 1 mile (mi) (1.61 kilometers [km]) in length and would not require any modifications to the existing travel lanes beyond pedestrian crosswalks where applicable. Sidewalks and crosswalks would be designed and built to meet Americans with Disabilities Act (ADA) standards for accessibility. ROW and easements under the proposal will be determined as the concept progresses.
