Cultural Resources Records Review and Reconnaissance Survey for the Porposed Rosenwald DCA Site Griffin, Spalding County, Georgia

Abstract

Southern Research, Historic Preservation Consultants, Inc. conducted a Records Review and Reconnaissance Survey for cultural resources for the proposed Rosenwald DCA site in Griffin, Spalding County, Georgia. The physical Area of Potential Effect (APE) consists of a portion of one parcel at 415 Jefferson Street and the entire adjacent parcel to the west. The total area of the APE is 5.92 acres (Figures 1-2). Proposed development plans include rehabilitation of a circa 1950s equalization school building associated with an earlier Rosenwald School building to the north and the construction of multifamily housing. Detailed plans are not yet available.

The study was part of a due diligence effort on behalf of United Consulting to identify potential issues with significant cultural resources (historic resources and archaeological sites) within or near the proposed Rosenwald DCA Site. The Department of Community Affairs (DCA) Environmental Manual requires that applicants for their programs provide documentation regarding the effect the proposed project may have on significant historic resources and archaeological sites. The records review and reconnaissance survey were conducted early in the planning stage when detailed development plans are not always available. At this stage it is unclear if the proposed development will have any requirement for federal permitting. This study does not meet the requirements for a Phase One Intensive Cultural Resources Survey. It does provide developers, planners, and agency reviewers with an initial look at what is known about the cultural resources on a tract proposed for development.
