Phase I Archaeology Survey in Advance of Streetscape Improvements to SR 21/Laurel Street, Springfield, Effingham County, Georgia

Abstract

Georgia Department of Transportation (GDOT) project Pl No. 0016637 is located along State Route (SR) 21(Laurel Street) in Effingham County, Georgia. The project proposes to construct approximately 396.2 meters (m) (1,300 feet [ft]) of pedestrian improvements on both sides of Laurel Street from Rabun Street to East Madison Sreet. The project additionally proposes 365 m (1,200 ft) of improvements along Laurel Street from Second Street to Stillwell Road, as well as a 0.3 hectare (ha) (0.8 acre [ac]) area of parking improvements at the southwest corner of Second Street and Laurel Street. The proposed project is split into two portions. The portion of the proposed project area that extends from Rabun Street to Madison Street is approximately 443.79 m (1.456 ft) in length and varies from 2 l.9 m (72 ft) to 34.9 m (114.7 ft) in width. The portion that extends from Second Street to Stillwell Road is approximately 434.3 m (1 ,425 ft) in length and varies from approximately 22.1. m (72.4 ft) and 30.3 m (99.4 ft) in width. Laurel Street is a two-lane road that measures approximately 17.3 m (56.6 ft) in width. The purpose of the project is to provide Americans with Disabilities Act (ADA) compliant sidewalks and ADA compliant curb ramps. This being done in order to improve travel for users of alternate methods of transportation and provide connectivity lo businesses, government buildings, churches, and residential properties in the area. The work is anticipated to be constructed entirely within the existing right-of-way (ROW).
