Phase I Archaeological Survey of Thirteen Signal System Upgrade Locations and Cable and Conduit Installation Right of Way in the City of Albany, Dougherty County, Georgia

Abstract

On September 4, 2003, Edwards-Pitman Environmental, Inc. (EPEI) conducted a Phase I archaeological survey of thirteen signal system upgrade locations in the City of Albany, Dougherty County, Georgia. This project would also involve the installation of fiber optic communications cable, fiber optics trunk cable, and conduit along specific rights-of-way, including Slappey Boulevard and Pine and Highland Avenues in Albany to enable the upgrades and link them with the nearby Traffic Control Center and Signal Shop. The goal of the survey was to locate and evaluate archaeological sites within the Area of Potential Effects (APE) of the proposed undertakings, so that potential effects to any resources identified could be evaluated in accordance with Section 106 of the National Historic Preservation Act. The project was conducted under a contract with Gresham Smith and Partners. A review of the state site files at the University of Georgia in Athens showed that no previously identified archaeological sites had been reported in the proposed project locations. No archaeological sites or isolated finds were identified during the survey. Based on the results of the survey, EPEI recommends that no further archaeological work be undertaken at these thirteen intersections or along Slappey Boulevard, Pine Avenue or Highland Avenue where cable or conduit would be installed.
