Abstract

The project description contained within the May 1, 2006 approved Programmatic Categorical Exclusion and subsequent reevaluations (January 2007 and October 2007) described the project as follows: The proposed roadway typical sections would consist of two 12 foot travel lanes, one 12 foot center turn lane, a right turn lane into the Narvie Harris Elementary School, a left turn lane onto Chimney Ridge Drive, a four foot bike lane in each direction, and 12 foot shoulders that would include two foot grass strips and five foot sidewalks. The proposed rightof-way would be between 100 to 150 feet. The proposed bridge would be constructed on new alignment approximately 150 feet west of the existing bridge, centerline to centerline. The proposed bridge would be approximately 62 feet wide and approximately 440 feet in length. The proposed bridge would carry three 12 foot lanes (two travel lanes and one center lane) with two four foot bike lanes, six-foot sidewalks, one foot gutters between the bike lanes and travel lanes, and two foot parapet and lip. Flakes Mill Road is not on the National Highway System or the Georgia Bicycle Statewide Network, but it is included in the DeKalb County approved Master Plan for bicycle routes. There are no existing sidewalks for the proposed sidewalks to tie into and there are no future projects to continue the sidewalks beyond the project area. Existing two-way traffic would be maintained on the existing bridge during construction of the proposed bridge. Upon completion of the project, the existing bridge would be left in place and converted to pedestrian and bicycle use. The northern approach of the existing bridge would be narrowed to accommodate the northern approach to the proposed bridge. Access to the existing bridge would remain open at both approaches for pedestrian and bicycle traffic. The existing bridge would be incorporated into the DeKalb County sidewalk system. Because of the poor condition of the deck and rails of the existing bridge, deck repair and rail replacement would be part of the overall project. DeKalb County's right-of-way negotiation process with one of the property owners within the study area (Snapfinger Congregation of Jehovah's Witnesses) has resulted in changes to the proposed alignment of Weelaunee Road. Currently, Weelaunee Road passes east of the property owned by the Snapfinger Congregation of Jehovah's Witnesses and turns to the west to intersect Flakes Mill Road north and west of that property. The roadway currently intersects Flakes Mill Road on it east side at a point approximately 74.7 feet south of the existing South River bridge. The proposed project would now involve the relocation of Weelaunee Road. The roadway would now pass south of the property of Snapfinger Congregation of Jehovah's Witnesses and intersect Flakes Mill Road at a point approximately 313.8 feet south of the new South River bridge. The total length of the proposed realignment of Weelaunee Road is 665.6 feet.
