We conclude that approval of this proposal would not constitute a major Federal action significantly affecting the quality of the human environment. This finding is a result on the above environmental analysis, implementation of the mitigation measures identified in Southern LNG's application, supplements, and implementation of our recommended mitigation below. We recommend that the Commission order contain a finding of no significant impact.
