Third Addendum to the Phase 2C of Noonday Creek Multi-Use Trail

Abstract

The proposed project would construct an ADA compliant, ten-foot to 12-foot wide multi-use trail beginning at the intersection of US 41 and Barrett Parkway and ending at Bells Ferry Road, for a total project length of approximately 4.7 miles. The overall project has been divided into sections (i.e. 2A, 2B, and 2C) based on the available funding to be used. Each section of Phase II has independent utility, logical termini, and could be a stand-alone project if constructed separately. Phase 2A - TE Funds - Project PI No. 0009016, would be constructed adjacent to US 41/Cobb Pkwy beginning at its intersection with Barrett Parkway and ending approximately 500 feet northwest of Vaughn Road, at a point where Noonday Creek crosses under US 41. This project is currently scheduled to let in March or April, 2010 by Cobb County. Along US 41/SR 3, the improvements would consist of a 2.5-foot curb and gutter along the existing roadway, a five-foot grass strip, a 12-foot trail, and two-foot grassed shoulders beyond the multi-use trail. The proposed right-of-way along US 41/SR 3 would range from 200 to 220 feet. Phase 2B - Local Funds - Project PI No. N/A, Funds from Cobb County and the Town Center CID were used to construct the multi-use trail between projects PI No. 0009016 and PI No. 0008900 (described below). This trail section would begin at the Noonday Creek crossing at US 41/Cobb Parkway and end at the intersection of Duncan Road and Barrett Lakes Boulevard. Construction of this section is complete. Phase 2C - LCI Funds - Project PI No. 0008900, would begin at the intersection of Duncan Road and Barrett Lakes Boulevard and continue primarily through undeveloped wooded areas and end at Bells Ferry Road. Along Barrett Lakes Boulevard, the improvements would consist of a two-foot to fivefoot wide grass strip, a ten-foot wide trail, and a two-foot grass shoulder beyond the trail. The proposed right-of-way would vary from 80 to 120 feet. The improvements in the undeveloped wooded areas would consist of a 12-foot trail with a two-foot grass shoulder on each side of the trail. Changes to the project would only occur within Section 2C. There would be an alignment shift of the trail as a result of a Chastain Meadows Regional Detention Facility (CMRDF) to be constructed by the Cobb County Water System. The trail in the area of the CMRDF would be constructed around the facility instead of following along Noonday Creek. The area of realignment would occur between 1-575 to Chastain Meadows Parkway. In order to shift the trail alignment south of Noonday Creek and around the CMRDF an approximately 300-foot pedestrian bridge would be constructed for the project. The trail would continue on the south side of Noonday Creek under the Chastain Meadows Parkway bridge for Noonday Creek. On the east side of Chastain Meadows Parkway the trail would cross to the north side of the creek by way of a 10-foot wide pedestrian bridge. The trail would continue parallel to Noonday Creek on the north side to a trailhead parking lot constructed for the project in the northwest quadrant of Bells Ferry Road and Noonday Creek. The trailhead would consist of a graveled parking lot approximately 100 feet wide and 300 feet long (approximately 0.69 acres). There would be no amenities for the trailhead such as bathrooms or lighting. Access to the trailhead from Bells Ferry Road would be by a graveled driveway to be constructed as a part of this project. The driveway would intersect Bells Ferry Road approximately 185 north of Noonday Creek, and continue parallel to Bells Ferry Road to the trailhead. The areas where the alignment shift would occur and where the trailhead is to be constructed are owned by Cobb County. Therefore there would be no additional right-of-way or easement as a result of these changes. The length of the realignment in section 2C is approximately 3,800 feet (0.72 miles). The realignment increases the total project length of Phase 2 to approximately 5.42 miles.
