Phase 1 Archaeological Survey of the Proposed Main Street Streetscapes in Stone Mountain, DeKalb County, Georgia

Abstract

The proposed project is considered Phase II of the Stone Mountain LCI plan adopted in 2004 to enhance Main Street in Stone Mountain. The project is located within the National Register-listed Stone Mountain Historic District. Streetscapes Phase II would abut Streetscapes Phase I (P.I. No. 0006569) on the north end of the project and the DeKalb County Trails project (P.I. No. 0006899) on the south end. This project's logical termini would tie into the existing Phase I sidewalks on the north end of the project and would tie into the existing multi-use trail on the south end of the project. The proposed improvements would provide a connection from the existing sidewalks on both ends of Main Street to allow pedestrians to safely continue travel through the historic downtown district. Along Main Street, the project limits begin just north of Manor Drive and end just south of Poole Street for a length of approximately 720 feet. The project also includes enhancements along Manor Drive and Poole Street beginning at the intersection of Main Street and extending east approximately 530 feet and 185 feet, respectively. In addition, there would be improvements at the intersection of Main Street and Mimosa Drive, which would extend west approximately 100 feet. These improvements include traffic calming through lane widths and distinctive striping between travel lanes and parking spots as well as widened crosswalks, on-street parallel parking, and improved measures for pedestrian circulation. These improvements would increase the accessibility to the downtown area from local neighborhoods and would increase the connectivity between Main Street, Stone Mountain Park, the newly constructed Red Dog Park and the multi-use trail at the southern end of the project. The pedestrian and landscaped safety island installation would also increase safety by providing a pedestrian refuge area barrier between the two-way traffic. The upgraded and widened sidewalks would provide a safe area for bike traffic on the proposed bicycle lanes to the south of the project. The proposed sidewalks would address pedestrian traffic to local businesses and interests such as City Hall, the Stone Mountain Visitor's Center, and the Sue Kellogg DeKalb County Library. The total project length would be approximately 1,500 feet. Existing right-of-way (ROW) is approximately 60 feet along Main Street, approximately 40 feet along Manor Drive, and approximately 30 feet along Poole Street. A total of approximately 4,000 square feet of permanent easement would be required along these streets for project implementation.
