Abstract

In August 1987, the Georgia Power Company began the first stage consultation for the relicensing of the Langdale and Riverview Hydroelectric Projects (FERC #2341 and 2350, respectively). This action occurred as a direct result of the Company's compliance with 18 CFR Ch. 1. As part of the relicensing process, the regulations stipulate that an applicant will carry out a program to identify and evaluate all cultural resources that are either listed or recommended to be eligible for inclusion in the National Register of Historic Places (subpart G; 4. 61 (d) (2) (i,, ii, iii, and iv); revised - April 1, 1988). This mandate pertains to all properties (i.e. sites) that are located within the project boundary or that would be affected by the operation of the project, or by new development of project facilities. The regulations also specify that these efforts must be coordinated with the appropriate State Historic Preservation Officer and the National Park Service. The Cultural Resource Management Plan goals for the Langdale and Riverview Project are consistent with the goals of the National Historic Preservation Act of 1966 (as amended). The first goal is to identify all archeological and historic properties located within or adjacent the project boundary. The second goal is to ensure that project planning for all proposed development within the project considers the importance of the archeological and historic properties from the earliest stage of that planning. The third goal is to preserve, protect and interpret the sites. The fourth and final goal of the Cultural Resource Management Plan for the Langdale and Riverview Project is to ensure that conflicts be resolved between development, land management needs, and archeological properties within the Context of the Advisory Council Regulations for the Protection of Historic and Cultural Properties (36_ CFR 800).
