Phase I Cultural Resources Survey of Approximately 133 Acres at the ATL06 Data center Fulton County, Georgia

Abstract

Terracon Consultants, Inc. (Terracon), on behalf of Morrison Hershfield Corporation, has completed a Phase I Cultural Resources Survey (CRS) of approximately 133 acres located south of Ben Hill Road in East Point, Fulton County, Georgia (Figures 1 and 2). The project consists of a proposed data center. Based on the nature of the proposed undertaking, topography, and current land use and vegetation, the Area of Potential Effects (APE) is considered to be the project area for archaeological and above-ground historic resources and areas within 0.25-mile of the project for above-ground historic resources. This work was done under contract to Morrison Hershfield Corporation in general accordance with a Task Order dated March 29, 2021. The purpose of the investigation was to identify and evaluate cultural resources that could be eligible for inclusion in the National Register of Historic Places (NRHP). The Cultural Resource investigations are being done for compliance with Section 106 of the National Historic Preservation Act of 1966, as amended (54 U.S.C. ยง 300101 et seq.). The lead federal agency for the project is anticipated to be the United States Army Corp of Engineers (USAGE).

Fieldwork for the project was conducted from March 7-12, 2022, and on March 24, 2022. As a result of the archaeological survey, no archaeological sites or isolated finds were found within the project area. An architectural survey was conducted to record above-ground historic resources more than 50 years old within the proposed 0.25-mile APE. As a result of this survey, 22 historic resources over 50 years of age were recorded within the proposed APE (Figure 1, Table 1). One of these resources, the Seaboard Coast Railroad (ATL-19), is recommended as being eligible for the NRHP, while resource 33155/FU-SW-35 is unevaluated for NRHP eligibility. The remaining 20 resources are recommended as being ineligible for inclusion in the NRHP. Due to intervening vegetation and topography, neither the Seaboard Coast Railroad nor 33155/FU-SW-35 will be impacted by the project. Based on these results, it is Terracon's opinion that no historic properties will be affected by the proposed undertaking and that no additional cultural resource investigations are warranted for the project.
