Abstract

On December 6th, 2017, Jackson Mueller and of ERM conducted a site visit at 1830 Phinizy Road, Augusta, GA, for a proposed telecommunications project. The project consists of a Raw Land-New Build satellite access node (SAN) facility. The proposed project area consists of an irregularly shaped lease area encompassing 2670 ft2 (248m) and an 15ft. (4.6 m) x approximately 85ft. (25.9 m) access and utility easement. A total of 3945 ft2 (367m2), or 0.1 acres (0.04 hectares) was considered for the area of potential effects (APE) for direct effects.

The project is located in a vacant lot, previously the location of a residential structure built between 1957 and 1964 and demolished between 1988 and 1993. A pedestrian survey was completed of the location, and shovel testing was conducted throughout the proposed project area.

One archaeological site, the remnants of a residential structure, was identified within the APE for direct effects. No historic properties listed on, or eligible to, the National Register of Historic Places (NRHP) were identified within the APE for visual effects, which extends 0.50 miles from the proposed stealth tower location based on the anticipated height not to exceed 20 feet. ERM recommends that the project will have no effect on historic properties.
