A Phase I Archaeology Direct Effects and Visual Effects Survey for the Proposed Sells Avenue Cellular Tower Fulton County, Georgia

Abstract

TerraXplorations, Inc. (TerraX) of Mobile, Alabama was contracted by Trileaf Corporation (Trileaf) of Maitland, Florida to conduct a Phase [archaeological direct effects and visual effects survey for the proposed Sells Avenue cellular tower in Fulton County, Georgia. The proposed tower will be a monopole type constructed to a height of 130 ft. The Area of Potential Effects (APE) for direct effects includes a small paved triangular shaped 52.5-x-8-x-25-x-27.72-x-3.31 ft. lease area with an existing paved access and utility easement extending 615 ft. in length by 30 ft. in width from Cascade Avenue. The total area of the direct effects APE including the lease area and joint access and utility easement amount to .37 acres.

Background research and the field survey followed guidelines established under the FCC Programmatic Agreement. Six previously recorded archaeological sites and four previous archaeological surveys are located within a 0.5-mile radius of the current study area. The archaeological sites are considered ineligible or have unknown NRHP listings. None will be impacted by the proposed project. During the course of the field survey portion of this archaeological assessment, no new archaeological cultural resources were encountered. A review of recorded historic properties at the Georgia Historic Preservation Division in Stockbridge, Georgia revealed three historic districts within the APE. Two of the districts, the West End Historic District and the Oakland City Historic District, are on the National Register of Historic Places. The Westview Historic District is also considered eligible for listing on the National Register. Due to the distance of the proposed site to the districts and the intervening vegetation, it is the opinion of TerraX that the tower will not have an adverse visual effect on the West End, Oakland City, or Westview Historic Districts. Based on the findings of this investigation, TerraX recommends no further investigation for the proposed Sells Avenue cellular tower project.
