Abstract

This document has been prepared for use in completion of applicable Section 106 procedures in compliance with the National Historic Preservation Act (NHPA) of 1966 and subsequent amendments. The survey and documentation have been developed in accordance with the GDOT/FHWA/GA SHPO Cultural Resource Survey Guidelines and 36 CFR Part 800. As such, this document assesses the effects to cultural resources identified within the area of potential environmental effect of the Douglas Downtown Streetscape Redevelopment Plan.

The proposed streetscape redevelopment plan encompasses a three block area within the Douglas Downtown Historic District, a district whose listing in the National Register is currently pending. The boundaries of this area include the south side of Ward Street between Peterson Avenue and Madison Avenue on the north, Madison Avenue between Ward Street and Bryan Street on the east, the north side of Bryan Street between Peterson Avenue and Madison Avenue on the south, and Peterson Avenue between Ward Street and Bryan Street on the west (see Figure 1) . Streetscape enhancement plans include the integration of plant materials into the urban environment, the addition of street furniture and pedestrian lighting that complement the historic character of the downtown, and the development of urban spaces National Register currently is pending, was identified within the project's area of potential environmental effect (see Figure 2). The proposed Douglas Downtown Historic District is located in the center of Douglas, Georgia at the principle railroad junction and includes several major city thoroughfares. The proposed district is characterized primarily by late Victorian and early twentieth century structures and is a mixed use area with commercial, industrial, governmental, religious and residential buildings. Outstanding examples of residential architecture include 'Queen Anne, Beaux Arts Classicism, Classical Revival and Craftsman. The proposed district has been nominated in the areas of agriculture, architecture, commerce, community planning, industry and transportation. The Historic District Information Form for the proposed Douglas Downtown Historic District may be found in Appendix D of this document, which includes a more detailed description and significance statement for the district.
