Abstract

The proposed project would consist of the rehabilitation of the bridges at thirty (30) locations in

thirteen (13) counties within GDOT District 1 as identified in the following list (also see attached

project location maps):

The rehabilitation of these bridges would involve the replacement of the edge beams, rehabilitation of end walls, joint resealing and/or replacement, pile encasements and cleaning and painting. The proposed rehabilitation will be comprised of the following construction; however all activities may or may not occur at each bridge location:

1. Close bridge to traffic (bridge will remain closed until construction is completed).

2. Removing and replacing of edge beams (if required).

3. Rehabilitating end walls with dowels (if required).

4. aw cutting joints to a 1" width and resealing joint with evazote material.

5. Encasing piles at intermediate bents (if required).

6. Cleaning and painting superstructure steel beams (if required).

7. Cleaning and painting intermediate bent piles (if required).

8. Redressing end rolls and adding riprap at the bridge end bents (if required).

9. Sealing cracks in bent caps (if required).

10. Sealing cracks and repairing spalls in the deck (if required).

This project would constitute an undertaking as defined 36 CFR 800.16(y). However, the implementation of this undertaking does not have the potential to cause effects to historic or archaeological properties as defined in 36 CFR 800.16(1) (1). Because of the nature and scope of the proposed project, no potential to alter the characteristics of a historic property or archaeological site that qualify it for inclusion in or eligibility for the National Register exists. Because of the nature of this project, the updated Georgia Historic Bridge Survey (GHBS) has been checked and as a result, GDOT Bridge Nos. 241-0031-0,241-0025-0, and 219-0013-0, are included in the GHBS, but were determined not eligible. One additional bridge, built in 1955 and therefore not included in the GHB is also located within the APE of this project. This bridge, identified as GDOT Bridge No. 011-0017-0, Banks County, is a simple steel stringer bridge simple steel stringer bridges, that were constructed after 1946 and are identified in the GHB, are considered eligible for listing in the National Register. The National Register qualifying characteristics of these eligible bridges are based on either association with adjacent significant historic resources or for their technological uniqueness such as early examples of hammer-head pier technology or timber bridge technology. However, it appears that GDOT Bridge No. 011-0017-0 does not possess any significant National Register qualify technological characteristics nor is its method of construction unusual or unique, therefore, it is considered not eligible. The Memorandum of Understanding between the Federal Highway Administration, the Georgia Department of Transportation, and the Georgia Department of Natural Resources Historic Preservation Division that found No Potential to Cause Effects for various GDOT Maintenance and Minor Highway Projects, identifies specific types of undertakings that have been determined to not have the potential to affect historic properties. Aspects of this project are identified in the MOU and it is similar to a project type specifically identified as: Bridge painting bridge jacking and bridge joint replacement on non-historic bridges. The proposed project involves bridge painting as identified in the MOU, as well as additional rehabilitation activities not identified in the MOU, that could involve the replacement of the edge beams, rehabilitation of end walls, joint resealing and/or replacement, pile encasements and cleaning. However, these activities, have no greater potential to cause effects to historic properties or archaeological sites, assuming historic properties or archaeological sites are present, than those activities that are identified.

Therefore, in accordance with 36 CFR 800.3(1) there is a finding of no potential to cause effects for this proposed project. This finding fulfills the Department's obligations under section106 of the National Historic Preservation Act for both historic properties and archaeological sites.
