On October 16, 2017, Edwards-Pitman Environmental, Inc. (EPEI) conducted a Phase I archaeological survey for the proposed State Route (SR) 100 Bridge Replacement project in Carroll County, Georgia (Georgia Department of Transportation [GDOT] P.I. No. 0013936). The area of potential effect (APE) for EPEI’s archaeological survey includes everything within the proposed environmental survey boundary (ESB) as provided by the Georgia Department of Transportation (GDOT) and HNTB prior to survey, so that potential effects to identified resources could be evaluated in accordance with Section 106 of the National Historic Preservation Act. The ESB/APE is referred to as the survey area throughout this report. The survey work was conducted by EPEI for the GDOT under a contract with HNTB Corporation of Atlanta, Georgia.
This project is located on SR 100 over Turkey Creek. The proposed project would consist of the replacement of Bridge ID 045-0036-0 which is 30 feet wide and 148-feet in length. Proposed is a new 148-feet long by 40-feet wide concrete bridge. The bridge would either be constructed offset 37 feet or replaced at its existing location and require an off-site detour. The proposed bridge would be raised approximately 2.5 feet from its current position. One new archaeological site, 9CL441 consisting of a late nineteenth/middle twentieth century historic scatter with four precontact flake fragments, and one precontact isolated find (IF), are the only identified resources. Based on the low density of artifacts recovered from two positive shovel tests and the absence of surface features, the site lacks research potential and so the portion in the survey area is not significant. The site area appears to have been disturbed by timbering and therefore lacks integrity. Overall, however, the site has not been completely defined and so its eligibility recommendation for the National Register of Historic Places (NRHP) under Criterion D is unknown.
