A Phase I Archaeological Direct Effects and Visual Effects Survey for the Proposed Kolomoki Cellular Tower, Clay County, Georgia

Abstract

TerraXplorations, Inc. (TerraX) of Mobile, Alabama was contracted by Trileaf Corporation of Maitland, Florida to conduct a Phase I archaeological direct effects survey and a visual effects survey for the proposed Kolomoki cellular tower in Clay County, Georgia. The Area of Potential Effects (APE) for direct effects includes a proposed 100-x-100-ft lease area and a joint access road and utility easement extending 528 ft in length by 30 ft in width from U. S. Highway 411. The proposed tower will be self-supporting and constructed to a height of 194 ft. The total area of the direct effects APE including the lease area and joint access and utility easements amount to .61 acres.

Background research and the field survey followed guidelines established under the FCC Programmatic Agreement. No previously recorded archaeological sites are located within a .5-mile radius of the current study area. During the course of the field survey portion of this archaeological assessment, no archaeological cultural resources were encountered. Background research revealed 13 previously identified historic resources. As a result of the current survey, seven of these resources were deemed not eligible for the National Register of Historic Places (NRHP), two are no longer extant, and four were found to be eligible for the NRHP. However, due to distance and intervening vegetation it is the opinion of TerraX that the proposed tower will not cause an adverse visual effect on any of these resources.

As a result, the proposed Kolomoki cellular tower is expected to have no effect or no adverse effect on any significant historic or prehistoric resources that are listed in or eligible for listing in the NRHP.
