Archaeological Reassessment of Project PFH-40(1) Habersham County

Abstract

In compliance with Section 106 of the National Historic Preservation Act of 1966 and amendments thereto, project PFH-40(1) in Habersham County has been surveyed with respect to archaeological resources, especially those on or eligible for inclusion in the National Register of Historic Places (NRHP).

The purpose of the survey was to locate, identify and evaluate the significance of any archaeological resources within the proposed project's area of potential environmental effect. Project PFH-40(1) proposes to pave and reconstruct CR 240/Low Gap Road from its intersection with CR 245/New Liberty Road to the Rabun County line. The project length is 2.45 miles. The existing roadway features a dirt surface with substandard horizontal and vertical alignments. The proposed project would provide two IO-foot lanes, 3-foot rural shoulders and improved horizontal and vertical alignments. The project was originally surveyed by GDOT archaeologists in 1999, utilizing the original project concept report. Since that time, detailed construction plans have been made available. A comparison of the project plans and the 1999 GDOT archaeological survey report confirmed that the majority of the project APE was covered by the original survey. However, the plans show a 400-foot long, 75-foot wide alignment shift 100 feet west of existing CR 240 at the southern project terminus. The current survey covered the southern alignment shift on private land, and no additional survey was needed on USFS property based on previous clearance.
