Cultural Resources Assessment of a Proposed Road and Camp Improvement Project at the Soap Creek Marina, Thurmond Lake, Lincoln County, Georgia

Abstract

Mr. Toye Hill, owner and proprietor of the Soap Creek Marina on Thurmond Lake, Lincoln County, Georgia has applied to the U.S. Army Corps of Engineers, Savannah District to construct an unpaved road and several cabins at the marina, on land leased from the U.S. Army Corps of Engineers (figure 1). The project is part of the marina's five-year management plan, which is part of Mr. Hill's lease agreement. I was asked by the Thurmond Lake Resource Manager's office to conduct a cultural resources assessment of the proposed project area for the purposes of identifying any historic sites, as defined by 36 CFR 800.2, that might exist within the project area, and to evaluate the project's effects to any such sites, in order to comply with Section 106 of the National Historic Preservation Act. The present memo report concerns the results of my field investigation for the proposed expansion of the Soap Creek Marina, Thurmond Lake and my recommendations concerning the project. The existing marina facility was the subject of an earlier cultural resources reconnaissance survey, undertaken in 1980 (Wood and Brock). The 1980 survey did not identify any cultural resources (i.e. historic sites) within what is now the existing marina area. The area inspected for the present survey is adjacent to the previously surveyed area, lying slightly to the south and east, running along a hill slope running down to the lake (see figures 2 and 3).
