Phase I Cultural Resources Survey Allen Creek Business Park Tract City of Gainesville Hall County, Georgia

Abstract

During the period of July 12, 2018 through March 18, 2019, R.S. Webb & Associates conducted a Phase I cultural resources survey of the proposed Allen Creek business park tract in the City of Gainesville, Hall County, Georgia. The work was conducted for Rochester and Associates on behalf of the City of Gainesville.

The project parent tract covers about 545 hectares (1,350 acres); however, ground disturbing activities will be limited to 20 development pads (and infrastructure) within approximately 370 hectares (915 acres). Only acreage scheduled for ground disturbance was physically surveyed for cultural resources (e.g., archeological sites, historic structures, cemeteries, etc.). For this project, the project Area of Potential Effects (APE) for direct impacts was set at the limits for ground disturbance. Given the typical nature of business park development, the APE for indirect impacts was set at 50 m beyond the APE for direct impacts. The proposed undertaking will require a U.S. Army Corps of Engineers Clean Water Act (33 U.S.C. ยงยง1251 et seq.) permit, and therefore, compliance with the National Historic Preservation Act (NHPA) (Public Law 89-665; 80 STAT.915; 16 U.S.C. 470). Under the NHPA, a cultural resources survey is conducted to determine if cultural resources eligible for the National Register of Historic Places (NRHP) would be affected by the proposed project. Cultural resources within the project area were assessed for significance using the NRHP eligibility criteria set forth in 36 CFR Part 60.4. In addition, the cultural resources survey was conducted following guidelines set by the Georgia Council of Professional Archaeologists (GCPA) (2014) and the U.S. Secretary of the Interior (Federal Register 1983).
