Research Design and Treatment Plan Phase III Data Recovery Excavations at Site 9CB567 Germany House Plantation, Columbia County, Georgia

Report Number
13639
Abstract

Site 9CB567 is a late eighteenth to early nineteenth century occupation site with a small late nineteenth to early twentieth century component that is eligible for listing on the National Register of Historic Places (Figure 1). Brockington and Associates proposed level of effort includes executing data recovery standards outlined by the Georgia Council of Professional Archaeologists (GCPA) and approved by the Office of the State Archaeologist and the Historic Preservation Division (HPD). Development will adversely impact 9CB567, and m1t1gation efforts are required. Cultural resources Phase III survey is a permit requirement from the U.S. Army Corps of Engineers (USACE), Savannah District, pursuant to Section 404 of the Clean Water Act (33CFR 320-330), in compliance with Section 106 of the National Historic Preservation Act of 1966 (as amended through 1992), and 36 CFR 800 (Protection of Historic Properties). Construction will initially have direct impact through mechanical grading, linear excavations (such as sewer lines), as well as removal and replacement of sediments. Secondary impacts will occur primarily from the movements of heavy machinery traveling within the project area, the clearing of vegetation, temporary increases in erosional outwash or redeposition, and visual changes to the project tract. We will seek census data, tax records, estate inventories, and other information that can assist in interpreting the focus of activities at the site complex. Of particular concern will be documentation on the relationships between the historical context and the archaeological data recovered. The census data may also reveal insight into the status of and changes in economic management of the plantation.
