Addendum to the Phase I Archaeological Survey of the Proposed SR 3/US 19/US 41/Tara Boulevard Widening, Clayton County, Georgia

Abstract

This proposed project consists of the reconstruction and rehabilitation of the existing State Route (SR) 3/US Highway (US) 19/US 41/Tara Boulevard (referred to as Tara Boulevar in the remainder of this report), west/southwest of downtown Jonesboro in Clayton County, Georgia. The existing four-lane roadway with an approximately 30-foot wide grassed median would be widened to six lanes, with the majority of the widening occurring toward the median. The existing right-of-way (ROW) is 200 feet and the proposed ROW is 250 feet, with expansions made symmetrically on each side of the roadway. As originally proposed, the project length was approximately 3.4 miles; however, in the current plans, the project length has increased by roughly 730 feet on the south end to the Bonanza Church Road intersection and by roughly 560 feet on the north end to the SR 54/Fayetteville Road intersection, for a total increase of 0.24-mile (Figure 1). The proposed project, including a 100-foot expanded survey corridor (ESC), was originally surveyed by Edwards-Pitman Environmental, Inc. (EPEI) in July and August 2012 (Lewis 2013). The change in project length, as well as changes to construction limits, changes to drainage structures, and the addition of auxiliary lanes since the original 2012 Phase I survey were transmitted internally in a Project Changes and Revised Request to Assess Project Impacts dated to April 12, 2017 (Attachment A). While the other changes fell within the 2012 ESC and did not require additional fieldwork, the increase in project length extended beyond the limits of the 2012 survey and necessitated the current addendum survey (Figures 2a-j).
