Reconnaissance Survey of a Proposed Solid Waste Landfill Site and Evaluative Testing at Archeological Site 9Da67

Abstract

During the period of 12 October through 2 January 1990, Law Environmental, Inc. (supervised by Mr. Robert S. Webb, Principal Investigator), conducted a preliminary literature/records review and reconnaissance of a proposed solid waste landfill site in DeKalb County, Georgia for DeKalb Resources. This work was conducted as part of a preliminary environmental planning effort and in anticipation of compliance with Section 106 of the National Historic Preservation Act (Public Law 89-665; 80 STAT.915; 16 U.S.C. 470f) as amended. The literature review and reconnaissance confirmed that a potentially significant site, 9DA67, is located within the project area. No other cultural resources in excess of 50 years old were detected. An evaluative testing program was implemented to determine the depositional integrity and extent of Site 9DA67, and to formulate recommendations concerning the site's National Register of Historic Places (NRHP). Testing involved site shovel testing, surface clearing and the excavation of five test units. Site 9DA67 was found to be a prehistoric soapstone quarry and quarry tool manufacturing area, covering approximately 1.0 hectare (ha). Intact archeological materials were detected in four of the five test units and indicate that Site 9DA67 retains sufficient components of its original integrity to be considered "clearly eligible" for the NRHP. Based on the current findings, it is recommended that a data recovery program be implemented in this archeologically sensitive area can not be avoided during the development of the proposed project. This plan would involve representative controlled excavations within archeologically sensitive areas, including those areas containing intact archeological materials and a sample of areas with high probabilities of containing features.
