Abstract

Terracon Consultants, Inc. (Terracon), on behalf of Verizon Wireless, has completed an archaeological resource screening for a proposed small cell site located in Fulton County, Georgia (Figure 1). This work was conducted to comply with Federal Communications Commission (FCC) requirements and Section 106 of the National Historic Preservation Act of 1966, as amended (NHPA) and the 2004 Nationwide Programmatic Agreement (FCC 2004). According to the NPA, the Applicant need not undertake a Field Survey for archaeological resources where the depth of previous disturbance exceeds the proposed construction depth or geomorphological evidence indicates that cultural resource-bearing soils do not occur within the project area. Based on the nature of the proposed undertaking (a small utility pole located in a previously disturbed public right-of-way [ROW]) this letter provides an evaluation from a Secretary of Interior (SOI)-qualified archaeologist regarding the applicability of a field survey for the proposed pole location. 

The project consists of a proposed new utility pole less than 50 feet in height with an affixed antenna and equipment. The project is located on the south side of Brotherton Street SW approximately 100 feet northwest of its intersection with Peachtree Street SW in the City of Atlanta, Fulton County, Georgia. The project area is located on the Southwest Atlanta (2017) 7.5- minute USGS topographic quadrangle at geographic coordinates: (NAD 83) Latitude 33.74782, Longitude -84.39593 (UTM Zone 16S E741220 N3737241).
