Abstract

The subject property is located at 4412 Highway 262, Pelham, Mitchell County, GA 31779, at coordinates 31°06'33.12" N, 84°11’18.69" W. The proposed project consists of the construction of a new monopole telecommunications tower and associated equipment within a 50’ by 50’ fenced compound within a 100’ by 100’ lease area. The total height of the proposed installation, including appurtenances, is approximately 166’ (50.6m). The lease area will be accessible via a proposed 12’-wide gravel drive within a 30’ wide access and utility easement, extending approximately 100’ (30.5m) generally northwest from the lease area to where it intersects with an existing dirt road which it follows for approximately 670’ (204.2m) until it intersects with Old Thomasville Road.

The APE for direct effects is defined as the area of potential ground disturbance and any property, or any portion thereof, which will be physically altered or destroyed by the undertaking. The entire project footprint was included in the survey as well as a 50-foot buffer around the proposed lease area and access easement (Photographs 1-11). The APE for direct effects for this undertaking includes all areas discussed above. JMT investigated all areas within the proposed APE.
