Cultural Resources Survey of the “ATL5G_ATHN144-B” Small Cell Telecommunications Pole, Athens, Clarke County, Georgia Trileaf # 672668

Abstract

In November 2020, Trileaf Corporation (Trileaf) performed a cultural resource inventory survey for a proposed small cell telecommunications pole located in Clarke County, Athens, Georgia (Latitude: 33° 57' 25.3041" N, Longitude: 83° 23' 46.1948" W). The project location is located within a grassed landscaped area adjacent to a public sidewalk. Verizon Wireless proposes the construction of a new small cell telecommunications pole with an overall height of 39 feet (11.9 meters). The pole will have installed antennas, associated equipment, and underground conduit. Total area of the new construction area is approximately the location of the pole installation.

Assistant Archaeology Project Manager/Senior Archaeologist Zach Horne, M.A., RPA, under the direction of Trileaf, performed this survey in response to the planned use of the above-described parcel and the potential impacts that such use might represent to archaeological and architectural cultural resources. The Phase I cultural resource survey was designed to discover all prehistoric and historical period cultural resources that might be present within the project area.

The field survey of the project area, which included a pedestrian survey, visual inspection, found no evidence for the presence of archaeological resources in relation to the current project area's Direct APE. Additionally, based on a map and survey form search using the resources of the Georgia State Historic Preservation Office GNAHRGIS GIS platform, inspections of the Georgia Archaeological Site Files (GASF 2020), as well as the resources of the National Register of Historic Places (NRHP) conducted by Zach Horne, Assistant Archaeology Project Manager/ Senior Archaeologist of the Trileaf Corporation, on November 12, 2020 identified one (1) NRHP-listed historical resource (West Hancock Avenue Historic District/88000227) located within the Direct APE. Additionally, Trileaf identified two (2) NRHP-listed historical resources (Cobb ham Historic District/78000973 and West Hancock Avenue Historic District/88000227) located with the 500-foot radius APE for Visual Effects. A review of archaeological sites and surveys, conducted through Georgia Archaeological Site Files (GASF 2020) by Zach Horne, M.A., RPA on November 13, 2020, identified nine (9) previously recorded archeological sites (9CA19, 9CA141, 9CA145, 9CA146, 9CA180, 9CA206, 9CA208, 9CA220, and 9CA222), and 17 archaeological surveys (2289, 5792, 5823, 5847, 5850, 8895, 9417, 9685, 9950, 10094, 11290, 12804, 12982, 13822, 13830, 13942, and 14040) that were identified within 1-mile of the proposed project area.

Based on these findings, Trileaf recommends No Adverse Effect to Historic Properties within the Direct APE and No Adverse Effect to Historic Properties within the 500-foot Visual APE. It is therefore recommended that project clearance be granted with no further investigation or evaluation of the project area relative to those resources.
