Addendum to Phase I Survey of SR 166 at Indian Creek, Carroll County, Georgia

Abstract

This project is a bridge replacement located along State Route (SR) 166 approximately 3 kilometers (km) (1.9 miles [mil) west of Bowdon. in Carroll County, Georgia. The proposed project would replace the bridge on SR 166 over Big Indian Creek. The existing bridge is 120 meters (m) (360 feet [ft]) long and 20 m (50.30 ft) wide, with two 4 m (12 ft) lanes with 3.8 m (11 ft) shoulders. The proposed bridge would be 121 m (365 ft) long and 14 m (43.3 ft) wide, with two 4 m (12 ft) travel lanes with 2.7 m (8 ft) shoulders. The design speed would remain 55 miles per hour (mph) (88 kilometers per hour [kph]). Since the time of the original survey the project area has been shortened on the west side and extended to the east by approximately 75 m (246 ft). The revised project length is approximately 0.88 km (55 mi). The existing right-of-way (ROW) was approximately 25-30 m (80-100 ft). The proposed ROW is approximately 39-44.5 m (129-146 ft).

An archaeological survey of the proposed project was conducted by Edwards-Pitman, Inc. (EP) in 2017 (Cook 2017) and covered an Environmental Survey Boundary (ESB). Initially the Area of Potential Effect (APE) for the proposed project was unknown. Since the time of the 2017 survey, the project design has progressed and an APE has been established that extends outside of the previous survey coverage in the eastern end of the project area. This addendum survey was needed to test the unsurveyed portions within the current APE and includes an ESC of l 00 ft.

The original survey area for this project was approximately 950 m (3,116 ft) in length, 128 m (420 ft) in width with a total area of 30.0 acres (ac) (12.l hectares (ha]). The APE is based on current plans and is defined as all existing and required ROW and any easements within the project limits. The addendum survey area consists of the portion of the current APE that extends outside of prior survey coverage and a 30.5 m (100 ft) buffer (ESC). The Addendum survey area is approximately 186 m (610 ft) from north to south, 147 m (482.3 ft) along the northern boundary and 117 m (384 ft) along the southern boundary for a total area of 2.1 ha (5.2 ac).
