Phase I Archaeological Resources Survey of the Kingsland Boone St, May Creek Dr, and Keith Dixon Way Transportation Alternatives Program Corridor, Camden County

Abstract

GDOT PI# 0015396, the Boone Street, May Creek Drive and Keith Dixon Way Improvements project would provide pedestrian and bicycle facilities along Boone Street from Teresa Court to Haddock/Gross Roads, connecting the existing sidewalks at the project termini with approximately 1.3 miles of pedestrian/bicycle facilities (Figures 1 and 2). The proposed project would provide new pedestrian and bicycle facilities along Boone Street, May Creek Drive and Keith Dixon Way, as well as install new traffic signals at the intersections of Boone Street with Crown Pointe Parkway and Haddock Road. Most of the improvements would be constructed within the existing right-of-way (ROW); however, permanent easement from St. Mary’s Railroad may be needed along the north side of Boone Street for the construction of a proposed 10-foot wide multi-use path. The project limits are from Teresa Court, east to Haddock Road on Boone Street, from Boone Street to Keith Dixon Way on May Creek Drive, and from May Creek Drive to the Coastal Pines Technical College campus on Keith Dixon Way.

Boone Street has an existing ROW of 80 feet that runs parallel to the St. Mary’s Railroad line, which has a ROW of 100 feet. The existing typical section for Boone Street consists of one 12-foot wide vehicular travel lane in each direction with curb and gutter along most of the project limits. However, from Teresa Court to May Creek Drive there are rural shoulders and road side ditches instead of curb and gutter and storm drain, and from the Interstate (I-)95 northbound ramp intersection to Haddock Road, the existing typical section consists of 36 feet of pavement with varying lane configurations (one travel lane in each direction and the remaining pavement varies from median to auxiliary lanes to an additional westbound through lane). The project proposes adding storm drain and curb and gutter to both sides of the road in the sections with rural shoulders, adding an 8-foot buffer area along with a 10-foot wide multi-use path along the north side of Boone Street between the existing road and the existing transmission power line, and adding a 2-foot buffer area along with a 5-foot sidewalk to the south side of Boone Street.

May Creek Drive currently has a typical section that consists of a single 12-foot travel lane with a graded shoulder in each direction within an existing 80-foot ROW. The project proposes widening the graded west shoulder and adding an approximately 8-foot wide buffer area and a 10-foot wide, multi-use path along the east side of the road within the existing ROW. Keith Dixon Way currently has a typical section that consists of a single 12-foot lane with curb and gutter in each direction within the existing 80-foot ROW. The project proposes adding an 8-foot buffer area and a 10-foot wide multi-use path along the north side of Keith Dixon Way within the existing ROW.

The project would also include drainage improvements where needed, landscape enhancements at selected locations, and 2 railroad crossing upgrades with pedestrian improvements at Crown Pointe Parkway and Haddock Road. Crosswalks would be installed at all appropriate intersections in the project corridor and at selected locations along Boone Street to provide access between the sidewalk and the multi-use path. All improvements will be Americans with Disabilities Act (ADA) compliant. The length of the proposed project would be approximately 2.2 miles total: approximately 1.3 miles on Boone Street, 0.5 miles on May Creek Drive, and 0.4 miles on Keith Dixon Way.
