Abstract

The Georgia Department of Transportation (GDOT) plans to replace the existing bridge carrying Browns Bridge Road over Butler Creek, located 5.1 kilometers (km) (3.2 miles [mi]) southwest of the city of Bowman in Elbert County, Georgia (Figure 1). The project is currently state-funded. Previous environmental survey identified potential project impacts to Waters of the United States (WOTUS), which require the issuance of a permit by the United States Corps of Engineers (USACE) under Section 404 of the Clean Water Act. Review under Section 106 of the National Historic Preservation Act is required as part of this federal undertaking. In a letter dated December 16, 2022, the Corps determined that the scope of analysis for the project is limited to the impacted WOTUS and the immediately adjacent uplands. This document’s findings are adapted from a report prepared in 2020 by EP as part of the state-funded transportation project (Ballinger 2020).
