Phase I Cultural Resources Survey and Inventory of the Proposed Southern Natural Gas Company in O.D. Ocmulgee-Atlanta Loop Line 16 in O.D. Macon Branch Loop Line and the Georgia Portion of the 8.625 in O.D. East Tennessee Lateral

Abstract

This report presents the results of Phase I cultural resources survey and inventory of the Georgia portions of the proposed Southern Natural Gas Company, Inc. East Tennessee Expansion Project. Fieldwork for this project was conducted during March and April of 1997 by R. Christopher Goodwin & Associates, Inc., for Southern Natural Gas Company. The proposed pipeline project rights-of-way include approximately 12.90 km (8.015 mi) of proposed pipeline in Spalding and Henry counties, approximately 16.12 km (10.02 mi) of pipeline in Clayton and Fulton counties, 4.58 km (2.85 mi) of pipeline in Catoosa County, and a 26 ac (10.5 ha) compressor station located in Floyd County, Georgia. All undisturbed portions of these areas were subjected to both pedestrian survey and systematic subsurface testing. This project was undertaken in accordance with the procedures outlined in the National Historic Preservation Act of 1966, as amended; the Archaeological and Historic Preservation Act of 1974; the Archaeological Resources Protection Act of 1979, as amended; and Title 36 of the Code of Federal Regulations, Parts 6066 and 800, as appropriate. Survey and excavation efforts abided by the standards set forth in Archeology and Historic Preservation: The Secretary of the Interior's Standards and Guidelines. A total of 15 cultural resources loci were identified as a result of this Phase I survey. These loci were discovered along the 30 in O.D. Ocmulgee-Atlanta Loop Line in Spalding and Henry counties, and the Georgia portion of the 8.626 in O.D. East Tennessee Lateral, in Catoosa County. Only six loci, all located in Spalding and Henry counties, constituted archeological sites (9SP46, 9SP47, and 9HY246-9HY249). No standing structures over 50 years of age were identified during this assessment. Under the currently proposed construction plans, no additional testing of the Georgia portions of the Southern Natural Gas Company East Tennessee Expansion Project is recommended. Sites 9SP47, 9HY246, 9HY247 and 9HY249 were assessed as not significant. No additional testing of these sites is recommended. Site 9SP46, a historic period cemetery dating from ca. 1860-1871 will be avoided during construction. In addition, Site 9HY248 was evaluated as not significant within the currently proposed impact area; however, outside of this area, the site delineation and assessment is complete. Therefore, the National Register of Historic Places status for the portion of Site 9HY248 located outside of the area of potential effect has not been determined as a result of the current assessment.
