Phase I Cultural Resources Survey and Inventory of the Proposed Etowah LNG Company, L.L.C. 12.75 in O.D. Etowah Pipeline Project, Polk County, Georgia

Abstract

This report presents the results of Phase I cultural resources survey and inventory of the proposed 12.75 in O.D. Etowah Pipeline Project in Polk County, Georgia. Fieldwork for this project was conducted between January and March of 1998 by R. Christopher Goodwin & Associates, Inc., for Etowah LNG Company, L.L.C. The currently proposed project right-of way consists of approximately 20.108 km (12.495 mi) of proposed pipeline construction between two existing pipelines, the 14 in O.D. Chattanooga Branch Line and the 14 in O.D. Rome-Calhoun Loop Line, and the previously surveyed construction site of the recently proposed Etowah LNG Company, L.L.C. Etowah Jurisdictional Peak shaving Facility in Polk County, Georgia. A total of approximately 630 ac (255 ha) were examined during this assessment, and where applicable, all undisturbed portions of this area were subjected to both pedestrian survey and systematic subsurface testing. All fieldwork was undertaken in accordance with the procedures outlined in the National Historic Preservation Act of 1966, as amended; the Archaeological and Historic Preservation Act of 1974; the Archaeological Resources Protection Act of 1979, as amended; and Title 36 of the Code of Federal Regulations, Parts 60 - 66 and 800, as appropriate. In addition, the survey and excavation efforts abided by the standards set forth in Archeology and Historic Preservation: The Secretary of the Interior's Standards and Guidelines. As a result of this survey effort, a total of five standing structures over 50 years of age were recorded, and for each of these an official standing structure form was completed and filed with the state of Georgia. In addition, 25 cultural resources loci were identified as a result of this Phase I survey. One of the loci was a previously recorded archeological site (9P058), and a total of 12 newly identified loci constituted previously unrecorded archeological sites; they were assigned official Georgia State Site Numbers 9P059 - 9P070. Each of the 25 cultural resources loci (12 isolated finds and 13 archeological sites) has been assessed as not significant within the area of potential effect (APE), and no additional testing currently is recommended. Within the project area that is proposed at present, two properties located in the vicinity of MP 3.31 - 3.45 and MP 4.15 - 4.22, and totaling approximately 338 m (1,109 ft), were not available for survey; however, with this exception, no additional testing of the currently proposed Etowah LNG Company, L.L.C. 12.75 in O.D. Etowah Pipeline project corridor is recommended.
