Cultural Resource Survey and Archaeological Testing for the Genpower McIntosh Project In Effingham County, Georgia: Site B

Abstract

In December 2000, TRC Garrow Associates, Inc. (TRC) conducted Phase I archaeological and architectural surveys for Site B of GenPower's proposed McIntosh facility in Effingham County, Georgia. The archaeological project area consists of a 77-acre tract near the city of Rincon. The architectural Area of Potential Effects (APE) is defined as the area in which the proposed power plant would physically or visually affect any historic architectural resources. One site (9EF245) was discovered during the archaeological survey. It was recommended potentially eligible for the NRHP under Criterion D because deeply buried archaeological materials were encountered during that initial investigation. TRC subsequently conducted Phase II testing investigations at 9EF245 in January 2001 to determine its NRHP status with more certainty. The results of the Phase II study indicate that intact archaeological deposits and at least one cultural feature associated with a Late Archaic, Thom's Creek-phase occupation are present at that location. A much smaller late Refuge or early Deptford component also was identified. On the basis of the Phase II findings, TRC recommends 9EF245 eligible for the NRHP under Criterion D. One historic architectural resource was identified in the project APE for Site B. However, this resource, the Goshen United Methodist Church, is recommended not eligible for the NRHP. Therefore, no further historic architectural work is required.
