Addendum to the Report: Archeological Survey of Two Bridge Replacements in Miller County, Georgia

The Georgia Department of Transportation (GDOT) wishes to replace two bridges on State Route (SR) 91 in central Miller County, just southwest of the county seat of Colquitt,. Southeastern Archeological Services conducted an intensive archeological survey of the area of potential effect (APE) for the bridge replacement projects (Gresham 2001) to ensure compliance with Section 106 of the National Historic Preservation Act of 1966, as amended. It stipulates that federal agencies, in this case the Federal Highway Administration, take into account potential adverse effects of an undertaking to significant cultural resources. The goals of the survey were to locate, delineate, describe and evaluate, in terms of eligibility to the National Register, archeological sites in the area of potential effect (APE) for the project. During the course of the original survey in May of 2001, three archeological sites were located within the two project areas. Two were recommended as unknown eligibility and one was recommended as ineligible to the NRHP. This conclusion was reviewed by GDOT and the Georgia Historic Preservation Division (GHPD), who both concurred. The GDOT also supplied several editorial suggestions. Eleven copies of the corrected, final survey report were mailed to Edwards-Pitman Environmental, Inc. on August 3, 2001, as a product deliverable to GDOT and the GHPD. In March of 2002, project planners informed SAS that plans for the Cypress Creek project had changed so that the temporary on-site detour would be constructed to the north (northwest) side of SR91, not the south (southeast) side as originally planned. The APE of the project had changed, and previous survey coverage was deemed insufficient for determining the presence or absence of archeological deposits within the new APE-specifically, on the north side of SR 91. Therefore, SAS archeologists returned to the project area to conduct additional shovel testing on March 21, 2002. This addendum report on the additional survey serves to supplement or modify the original report (Gresham 2001) only with respect to the proposed Cypress Creek project.
