In January, 2006 Southeastern Archeological Services, Inc., conducted a Phase I archeological survey of the proposed 3.1 ac Leach Road 115/25 kV substation and a 100 ft buffer zone around it in northern Hall County. The total area of potential effect was 5.6 ac (2.3 ha). The goal of the survey was to locate and evaluate archeological sites within the area of potential effect for the proposed project, so that potential effects to those resources could be evaluated in accordance with Section 106 of the National Historic Preservation Act. The survey was conducted for the Georgia Transmission Corporation through the firm of Jordan, Jones and Goulding, Inc. The project area consists mainly of agriculturally terraced cow pasture centered on a ridge crest, but composed largely of ridge slope. A total of 15 shovel tests were excavated. No archeological sites were located, but a single, isolated find, labeled as Artifact Occurrence 1, was encountered. This isolated artifact clearly has no further research potential and is not eligible for listing on the National Register of Historic Places. Because no significant cultural resources are present, we recommend that the project be allowed to proceed.
