Archeological Survey of a 13.6 ac Tract for the Proposed Roscoe Road 115/25 kV Substation, Coweta County, Georgia

Abstract

In October, 2005 Southeastern Archeological Services, Inc., conducted a Phase I archeological survey of a proposed 5.5 ha (13.6 ac) substation tract in central Coweta County, Georgia. The Georgia Transmission Corporation is proposing to construct a 115/25 kV substation on the tract, which is located on mostly wooded land on the north side of the Yates -Newnan #3 and Senoia Primary-Yates 115 kV transmission lines and on the west side of SR 70 north of Newnan. The goal of the survey was to locate, describe and evaluate archeological resources within the area of potential effect for the proposed project so that potential effects to those resources could be evaluated in accordance with Section 106 of the National Historic Preservation Act. The area of potential effect is defined as the entire 5.5 ha tract, even though the substation and access road will occupy only a portion of it. Archival research had indicated that no known sites were documented for the tract. Historic period structures were identified just northeast of the project area. A modern (after 1955), occupied house is located within the tract, at its northeastern corner. The field survey involved inspection of surface exposures and excavation of 22 shovel tests not associated with documentation of archeological sites. Two archeological sites were recorded. Site 9CW223 is a subsurface prehistoric lithic scatter and 9CW224 documents a former house or outbuilding. Neither site retains enough preservation integrity to contribute significant archeological information and both are recommended as not eligible for listing on the National Register of Historic Places. Therefore, we conclude that the proposed construction of the substation will not adversely affect any significant archeological resources.
