Phase I Archaeological Survey of the Greenbriar Town Center Streetscape Improvements, Fulton County, Georgia

Abstract

The proposed project STP-0004-00(466) would consist of gateway improvements at Greenbriar Parkway and Continental Colony Parkway along with improvements at the intersection of Greenbriar Parkway and Headland Drive. Additional proposed work would include overall pedestrian access improvements, the addition and/or renovation of sidewalks, street lighting, street furniture, landscape improvements, restriping and/or addition of crosswalks, and a traffic signal upgrade at Greenbriar Parkway and Headland Drive to a mast-arm type installation. The intersection improvements at Greenbriar Parkway and Headland Drive would include restriping and the addition of a right-turn lane along northbound Greenbriar Parkway onto Headland Drive. Northbound Greenbriar Parkway would have one left-turn lane, two dedicated through lanes, and one right-turn lane. In order to accommodate the proposed right-turn lane onto Headland Drive, the existing bus stop to be relocated to the south along Greenbriar Parkway. Restriping at the westbound approach of Headland Drive would have one right-turn lane, one through lane in the existing mall area, and one left-turn lane. All four pedestrian crossings of the intersection would be decorative crosswalks. Benches, trees, general landscaping, light poles and trash receptacles are proposed within a five-foot furniture zone on either side of Greenbriar Parkway. Since the five-foot furniture zone is proposed immediately adjacent to the back of the concrete curb, any proposed trees would be planted at least four feet from the back of the curb to accommodate future tree growth. Special brick paving would be used within the furniture zone to add aesthetic appeal and character. A ten-foot wide concrete pavement pedestrian walk and accent bands along the existing curb are also proposed on both side adjacent to the furniture zone of the parkway extending from Langford Parkway to the intersection at Continental Colony Parkway. Existing right-of-way along Greenbriar Parkway is 65 feet. Proposed right-of-way would be 80 feet. From Continental Colony Parkway to I-285, only the north side of Greenbriar Parkway would have streetscape improvements (see Figure 1). The proposed project STP-0004-00(467) would consist of restriping the existing crosswalks at all four approaches of the intersection. The southbound approach of Barge Road would be restriped to improve visibility of lane divisions. In addition, the turning radius of westbound Campbellton Road onto northbound Barge Road would be improved and increased to 50 feet to accommodate a right-turn drive lane for larger vehicles. The other three turning corners would also be improved for easier turning movements. The existing signal system would be upgraded to a mast-arm type installation. Pedestrian friendly sidewalks, crosswalks and ramps would be constructed at the intersection to promote pedestrian safety. Advance warning signs and sight distance limitation would be provided for southbound and northbound approaches of Barge Road. The existing right-of-way along Barge Road is 50 feet and 80 feet along Campbellton Road. The proposed right-of-way would remain the same (see Figure 1). The proposed project STP-0004-00(468) would consist of improvements to the intersection of Langford Parkway and Campbellton Road. This would include rerouting Campbellton Road to a new intersection at Greenbriar Parkway/Mt. Gilead Road. The realignment of Campbellton Road would begin approximately 1000 feet northeast of the existing intersection. Traffic would be directed approximately 550 feet north of the existing intersection along Mt. Gilead Road. Vehicles would then have the option of traveling north on Mt. Gilead Road, south on Greenbriar Parkway towards Greenbriar Mall, or proceeding west into a potential redevelopment area. The realignment of Campbellton Road would allow for the proposed on and off ramps to and from Langford Parkway to provide access to Greenbriar Parkway/Mt. Gilead Road. The off ramp from westbound Langford Parkway is proposed to allow for access to Greenbriar Parkway/Mt. Gilead Road. The proposed on ramp would provide easy access back to Langford Parkway. Implementation of the full diamond interchange eliminates the existing U-turn off ramp from Langford Parkway to Campbellton Road and an awkward two-way stop intersection at the on ramp from Campbellton Road to Langford Parkway. These improvements would help circulation and reduce accidents and delays that vehicles are currently experiencing at these existing ramp locations. The existing right-of-way is 70 feet along Campbellton Road, 150 feet along Langford Parkway at the proposed off ramp location and 160 along Langford Parkway at the proposed on ramp location. Proposed right-of-way would be 175 feet along Langford Parkway at the proposed off ramp location, 185 feet along Langford Parkway at the proposed on ramp location, and 90 feet along Campbellton Road. The proposed project STP-0006-00(260) would consist of streetscape improvements along Headland Drive from the intersection of Greenbriar Parkway extending east to the city boundary. Proposed work would include overall pedestrian access improvements that include the addition and/or renovation of sidewalks and handicap ramps, concrete curb reconstruction, street lighting, street furniture and landscape improvements. Seating benches, trees, general landscaping, pedestrian scale break-away light poles and trash receptacles are proposed within a five-foot furniture zone on either side of Greenbriar Parkway. Since the five-foot furniture zone is proposed immediately adjacent to the back of the concrete curb, any proposed trees would be planted at least four feet from the back of the curb to accommodate future tree growth. Special brick paving would be used within the furniture zone to add aesthetic appeal and character. An eight-foot wide concrete pavement pedestrian walk and accent bands along the existing curb are proposed on both sides adjacent to the furniture zone of the parkway extending from Greenbriar Parkway to the city limits. The existing right-of-way along Headland Drive is 65 feet. The proposed right-of-way would remain the same.
