Cultural Resource Investigations Relating to the Proposed Southern Natural Gas Company AGL-Brunswick Project in Georgia

Abstract

The AGL-Brunswick project involves the possible installation, modification or abandonment of six facilities along existing natural gas pipelines owned and operated by Southern Natural Gas Company and Atlanta Gas Light Company. The total land area that may be impacted by project construction is in the order of 6.5 ha (16 ac), although the cultural resource survey area slightly exceeded that to allow for project design changes. The six potential AGL-Brunswick Project locations fall into three categories for the purpose of evaluating Section 106 compliance. A single 1.6 ha (4 ac) area and its associated 550 m (1800 ft) long two-track road (the MM3 Meter Station in Jones County) were assessed by R. Christopher Goodwin &Associates, Inc. through a Phase I cultural resources field investigation conducted in June 2007. No cultural materials were identified at the location and no additional cultural resource studies are recommended. Construction impacts at three proposed facilities totaling 0.3 ha (0.8 ac) in Jones County, Laurens County and Jeff Davis County) will be limited to areas of existing land disturbance in extant facilities or rights-of-way. No archeological sites were identified within the three Areas of Potential Effect and cultural resource field surveys were not conducted as the facilities fall within a categorical exclusion agreement between the Georgia Historic Preservation Division and Southern Natural Gas Company. The final two proposed facilities in Liberty County and Glynn / Wayne Counties total 5.9 ac (14.6 ac) in total extent and are situated on lands that were surveyed for cultural resource concerns for the Cypress Pipeline Project. Four cultural resources were located within the Areas of Potential Effect that overlap with the current undertaking. All four cultural resources were assessed as not meeting the criteria of significance required for listing on the National Register of Historic Places. Based on the level, extent and findings of the Cypress Pipeline surveys, additional field studies are not recommended for these AGL-Brunswick Project items.
