2nd Addendum to Phase I Archaeological Survey of Foe Killer Creek Bridge Replacement & Associated Road Improvements Project Area

Abstract

Original: The proposed project would consist of roadway improvements to Old Roswell Road/Rock Mill Road (CR 1332) from Mansell Road to Sanctuary Parkway in Fulton County. Improvements to Old Roswell Road/Rock Mill Road (CR1332) would consist of a four-lane roadway divided by a 20-foot raised median with 16-foot urban shoulders, turn-lanes at all signalized intersections, and upgrading the existing traffic signal on Old Roswell Road/Colonial Parkway. In addition, the proposed project would include a 200-foot long double concrete box culvert over a tributary of Foe Killer Creek and the replacement of the existing structurally and functionally deficient bridge on Old Roswell Road/Rock Mill Road (CR 1332) over Foe Killer Creek. The existing 20-foot wide and 41-foot long bridge would be replaced on the existing alignment with a new 3-span bridge, 89 feet wide and 134 feet long. The proposed bridge would provide four 12-foot travel lanes, divided by a 20-foot raised median, with a 6-foot sidewalk on the east side and a 9-foot sidewalk on the west side. The proposed project would also involve relocating approximately 1,000 feet of Old Roswell Road 500 feet east to provide an improved intersection with Rock Mill Road. Relocated Old Roswell Road would provide two 12-foot travel lanes, divided by a 12-foot flush median with 16foot urban shoulders on each side. A 5-foot sidewalk would be provided on each site of the improved roadways and a new traffic signal would be installed at the intersection of relocated Old Roswell Road and Old Roswell Road/Rock Mill Road (CR 1332). Lastly, the proposed project would include intersection improvements to Mansell Road and Old Roswell Road consisting of dual left-turn lanes and separate right-turn lanes on all approaches, and three through lanes in each direction on Mansell Road. The proposed changes have been made to the design since the approved CE: 1. There is additional right-of-way and temporary easement required: a. New right-of-way at the northwest quadrant of the intersection of Hampton Road/Rock Mill Way and Rock Mill Road b. Some of the permanent easement north of Rock Mill Road and east of Hampton Road/Rock Mill Way has been converted to right-of-way. In addition, approximately 375 feet of right-of-way, varying in width from 15 to 90 feet, would be required. c. New driveway easements are required north of Rock Mill Road, approximately 630 feet east of the intersection of Hampton Road/Rock Mill Way and Rock Mill Road, and south of Rock Mill Road, approximately 770 feet east of Big Creek, d. The right-of-way has increased from approximately 6.98 acres to 8.59 acres. The amount of temporary easement has decreased from approximately 12.3 acres to 0.28 acres. The proposed project would require approximately 6.88 acres of permanent easement. The majority of the temporary easement has been converted to permanent easement and required right-of-way. 2. The project would require rip rap on the downstream side of the culvert of an unnamed tributary to Foe Killer Creek under Rock Mill Road. Additionally, since the approval of the original negative findings report, the project area has been divided into three sections, each with its own GDOT project #: CSSTP-0007-00(014), BRSLB9407(1), & PRC10-S007-00(228); PI Nos. 0007014, 752970, & S007228. The proposed changes have been made since the approved Reevaluation April 5, 2007: 1. There have been minor changes in the amount of required right-of-way and easement. a. At the beginning of the project, a minor amount of permanent easement has been converted to required right-of-way. b. The right-of-way limits have been reduced along the north and south sides of Old Roswell Road near the intersection of Old Roswell Road and Mansell Road. c. Additional permanent easement (subsurface easement) would be required along the south side of Old Roswell Road from STA 116+50.00 to STA 120+70.37 for wall anchor tie. d. The amount of required permanent easement has been reduced on the south side of Mansell Road east of its intersection with Colonial Center Parkway. e. Additional temporary easement for a driveway would be required on the north side of Mansell Road from STA 67+40.00 to STA 67+88.81. f. The amount of required permanent easement has been reduced south of Northfield Place and west of Old Roswell Road in order to avoid impacting an existing detention pond. g. The total right-of-way has decreased from 8.59 acres to 7.16 acres, permanent easement has decreased from 6.88 acres to 4.89 acres, and temporary easement has increased from 0.28 acre to 1.54 acres.
