Archeological Reassessment of Project CSSTP-0007-00(070), Fulton County

Abstract

In compliance with Section 106 of the National Historic Preservation Act of 1966 and amendments thereto, project CSSTP-0007-00(070), Fulton County, has been surveyed with respect to archeological resources, especially those on or eligible for inclusion in the National Register of Historic Places (NRHP). The purpose of the survey was to locate, identify and evaluate the significance of any archeological resources within the proposed project's area of potential environmental effect. This project involves the reconstruction and rehabilitation of the intersection of SR 140/Holcomb Bridge Road and CR 107Barnwell Road, by adding a right turn lane from Holcomb Bridge onto Barnwell Road in Roswell, in Fulton County. Existing right-of-way consists of SR 140 being 120 feet, with two 12 foot lanes and one left turn on both north and south bound approaches and 12 foot rural graded shoulders. Barnwell Road has 60 feet of existing ROW with three 12 foot lanes with a dual left turn on SR 140 and 4-6 foot rural shoulders. This project was originally surveyed by Department archaeologist Luke Erickson in January of 2005. For this reevaluation, Holcomb Bridge Road will include up to 30 feet of additional ROW on the northeast side, for approximately 700' of length. Barnwell Road will include up to 40 feet of additional ROW on the south side, for approximately 200' in length from the intersection. An archeological survey consistent with these project revisions was performed within the project corridor. An archeological survey (Level II) was conducted in accordance with "GDOT/FHWA Cultural Resource Survey Guidelines" developed by the GDOT Staff Archeologists in consultation with DNR Historic Preservation Division Staff and concurred in by the Federal Highway Administration and State Historic Preservation Officer. These guidelines provide general survey boundaries and methodological approaches to archeological surveys based on the type/scope of work of proposed highway projects and are followed during the initial identification of archaeological resources. No existing or eligible National Register resources were located within the project's area -of potential environmental effect. It is concluded, therefore, that the project will have no effect upon archeological resources on or eligible for inclusion in the NRHP provided that the project conforms to that described above.
