Phase I Archaeoogical Survey for the Widening of SR 139/MLK Jr. Drive, Fulton County, Georgia

Abstract

The proposed project would provide for the widening of SR 139/MLK Jr. Drive from the intersection of SR 280/H.E. Holmes Drive eastward to approximately 280 feet east of CS 997/Barfield Avenue in Fulton County, for a length of approximately 0.41 mile. The construction of a 4-lane section with a two-way 11-foot center turn lane, including upgrading substandard lane widths to 11-feet with curb and gutter and 6-foot sidewalks on each side of the roadway following the ADA guidelines; and upgrading substandard horizontal curves that exist on this section of SR 139/MLK Jr. Drive between SR 280/H.E. Holmes Drive and CS 997/Barfield Road. The sidewalk on the south side of SR 139/MLK Jr. Drive between Florida Avenue and Barfield Avenue (between Stations 110+20 to 118+40) would be 7-foot sidewalks due to the proximity of the retaining wall at that location. At the intersection at SR 280/H.E Holmes Drive, the radius returns on the east side of the intersection would-be improved. At this intersection the project would be matched to the existing grade. Moving in an easterly direction, the project would intersect Willis Mill Road and require reconstruction of this intersection. The improvements to Willis Mill Road would extend approximately 100 feet south in order to tie into the existing roadway. East of Willis Mill Road, the proposed project would realign an existing compound curve along SR 139/MLK Jr. Drive in order to provide a single curve in the area of the intersection of SR 139/MLK Jr. Drive and Florida Avenue. The intersection of SR 139/MLK Jr. Drive and Florida Avenue would also be reconstructed to accommodate the widening of SR 139/MLK Jr. Drive. The radius returns would be improved on Florida Avenue for approximately 20 feet in order to tie into the existing roadway. The proposed project would then continue in an easterly direction and intersect Fairfield Place. The radius returns would be improved on Fairfield Place for approximately 120 feet in order to tie into the existing roadway. A substandard vertical curve approximately 200 feet east of the intersection of SR 139/MLK Jr. Drive and Fairfield Place would be adjusted to correct substandard sight distance at this intersection. The radius returns at CS 997/Barfield Avenue would be improved 90 feet in order to tie into the existing roadway. The project limits wt>uld end approximately 280 feet east of CS 997/Barfield Avenue, and taper to the existing 4-lane SR 139/MLK Jr. Drive in order to accommodate a 150-foot left turn lane onto CS 997/Barfield Avenue for westbound SR 139/MLK Jr. Drive. Traffic would be maintained during construction.
