Phase I Cultural Resource Assessment Survey Circle View Drive and Trail View Drive Buford, Gwinnet County, Georgia

Abstract

Greenhouse Consultants Incorporated in conjunction with its PaleoWest affiliate of approximately 18.12 acres in Gwinnett County, Georgia. The Area of Potential Effects (APE) for this survey comprises the footprint of Parcels R7268 018 and R7269A085, north of the intersection of South Church Street and Hutchins Street (Gwinnett County Property Appraiser 2021).

The purpose of this survey was to locate and identify historic properties within the APE and to assess the significance of such properties with respect to the National Register of Historic Places (NRHP) criteria in 36 CFR 60, National Historic Preservation Act of 1966, as amended. The survey was completed in accordance with federal and state regulations, and it was undertaken to comply with the Georgia Standards and Guidelines for Archaeological Investigations provided by the Georgia Council of Professional Archaeologists (GCPA 2019).

Shovel test pits (STP) were pre-plotted within the APE at 3-meter intervals spaced 30 meters apart. Our field team plotted 67 STP and added 16 radials in the field for a total of 83 STP. Two STP were positive for cultural material, and four radial STP were unable to be excavated. Pedestrian survey was conducted along the transects throughout the APE. No newly identified archaeological sites were recorded during survey.

As a result of the positive STP, two Isolated Finds (IF) were identified within the APE. IF 1 consisted of one metal gear of approximately historic age. At the location of the IF 1, six additional STPs were excavated in cardinal directions at 10-meter intervals. An additional two STP were attempted but fell outside the APE. These negative STP established that the artifact was not part of an archaeological site. Therefore, we recommend no avoidance for IF 1.

IF 2 consisted of one historic whiteware ceramic. At the location of the IF 2, six additional STP were excavated in cardinal directions at 10-meter intervals. An additional two STP were attempted but were located on pavement or outside the APE. These negative STP established that the artifact was not part of an archaeological site. Therefore, we recommend no avoidance for IF 2. Visual effects were considered on parcels located within the APE. Twenty-three newly recorded buildings and one newly recorded historic district were documented within the APE of the proposed undertaking.

Resource 001 (2050 Garnett Street) is a newly documented historic district encompassing twenty-three Contemporary style public housing buildings constructed in 1981. Our field team documented the district and recommends that it is not eligible for the NRHP.
