Abstract

The proposed project would make improvements along SR 49/SR 11/US 41. The roadway would have four 12-foot travel lanes, two in each direction, with a 44-foot depressed median and 10-foot shoulders including five-foot sidewalks. There would be right and left turn lanes at SR 11/US 41, Houston Lake Road, and Houston Road. There would be a U-turn lane for traffic traveling northeast to turn and travel southwest at median breaks at Houston Lake Road and SR 11 /US 41. There would be a U-turn lane for traffic traveling southwest to turn and travel northeast at the Houston Road median break. The proposed right-of-way would range from 100 to 340 feet. In addition, the project would revise two of the existing intersections along SR 49/SR 11/US 41 into three "T" intersections at 90 degrees with SR 49/SR 11/US 41. The first intersection is Houston Lake Road/Houston Road at SR 49/SR 11/US 41, which would be separated into two intersections. The Houston Road intersection would be relocated approximately 900 feet north of the existing intersection. The Houston Lake Road intersection would be relocated approximately 1,100 feet south of the existing intersection. The second intersection is the "Y" intersection of SR 49 and SR 11/US 41. SR 11/US 41 would intersect SR 49 at a 90 degree angle approximately 1,000 feet south of the existing intersection. The proposed Houston Lake Road would have two 12-foot travel lanes with 10-foot shoulders and a left turn lane onto SR 49/SR 11/US 41. The proposed right-of-way would range from 80 to 200 feet. The proposed Houston Road would have two 12-foot travel lanes with 10-foot shoulders and a left turn lane onto SR 49/SR 11/US 41. The proposed right-of-way would range from 170 to 220 feet. The existing Houston Road would be cul-de-saced at the existing intersection of SR 49/SR 11 /US 41 and Houston Road. This roadway would be renamed Old Houston Road and would contain two 12-foot lanes with one-foot shoulders. The proposed right-of-way would range from 140 to 150 feet. The proposed SR 11 /US 41 would have two 12-foot travel lanes and three-foot shoulders and then transitions to two 12-foot lanes separated by a 35-foot median with four-foot shoulders. There would be a left turn lane onto SR 49/SR 11/US 41. The proposed right-of-way would range from 150 to 270 feet. The proposed project would also construct a noise barrier wall along the west side of SR 11/US 41. The wall would begin at the intersection of SR 11/US 41 and High Point Way and travel south along the proposed right-of-way limits for approximately 400 feet. The height of the wall would range in height from four to 10 feet. The proposed project would require approximately 13.67 acres of right-of-way, 0.02 acre of permanent easement, 0.33 acre of temporary easement, and 1.32 acres of driveway easement. The following changes have been made since the approved CE: Due to more detailed design plans, the following changes have been made: 1. The project would now require approximately 11.51 acres of right-of-way, 0.8 acre permanent easement, and 1.51 acres of temporary easement. The changes resulted in an overall decrease in project footprint of approximately 1.52 acres. 2. A sediment basin was added to the project. This proposed basin is 0.31 ac. and would be located along the south side of SR 49 / SR 11 / US 41 and to the east of Houston Lake Road. 3. Temporary easements were added to the project along proposed fences at the following locations: south side of SR 49 / SR 11 / US 41, west of Spooner Drive; west side of SR 11 / US 41 south of High Point Way; east side of SR 11 / US 41 south of High Point Way.
