Archaeological Monitoring of the Kings Bay Archaeological Multiple Resource Area: 1989

Abstract

The following report presents the results of the annual archeological monitoring efforts for the year 1989. The purpose of this effort is to make a yearly report on the conditions of those fourteen archeological and historic sites contained within the Kings Bay Archeological Multiple Resource Area (KBAMRA) as well as two sites located external to the KBAMRA but within the Kings Bay Locality. During the field procedure, the monitoring archeologist was accompanied by the Kings Bay Cultural Resources Manager. The following information was recovered based on site visits to those sites within the KBAMRA during the fall of 1989. The enclosed data includes site locations, current site conditions, and detailed recommendations for any steps necessary to provide management of those sites on or near the Kings Bay facility which meet eligibility criteria, under 36CFR60.6, for inclusion in the National Register of Historic, Places. With regard to the Kings Bay Locality, specific stipulations are contained within the 1981 Memorandum of Agreement (MOA) which provided for the creation of the KBAMRA, an Archeological Resources Management Plan (ARMP), and the monitoring of those sites contained within the KBAMRA. Moreover, the 1981 MOA facilitated on-going protection for the Kings Bay archeological resources relative to those mandates contained in 36CFR800, Regulations for the Protection of Historic and Cultural Properties. Among these are the mitigation of Register eligible archeological sites which lie within proposed construction areas, as well as the monitoring of eligible sites given a status of preservation following the completion of National Register eligibility determinations as outlined in 36CFR63. Although the mitigation efforts have for the most part been completed by the Navy, the following information is presented as the U.S. Navy's effort to meet those stipulations contained within pertinent Federal historic preservation mandates as well as the 1981 MOA relative to archeological monitoring. The following report represents the first of four years of monitoring of the KBAMRA sites.
