Abstract

An intensive survey of the proposed paper mill site was conducted by University of Georgia archaeologists in August, 1976. A total of 28 prehistoric and historic archaeological sites were identified and information collected during these investigations indicated that four sets of these remains were eligible for nomination to the National Register of Historic Places at state and local levels of significance. (See Table 1.) The four localities or sets of remains represent 12 of the 18 sites. All sites considered eligible for the National Register of Historic Places have a high potential for remains in an undisturbed context and seem to have an Archaic cultural affiliation. Two mitigation plans for remains eligible for the National Register plan (Plan A) committed all eligible sites to scientific study. The second plan (Plan B) involved a combination of both scientific study and avoidance. Under Plan B, study would be undertaken at two localities and project designs would be altered to insure avoidance of the other two affected areas. This proposal considers both mitigation programs as viable and appropriate alternatives were offered as part of the final report on the survey. This proposal considers both mitigation programs as viable and appropriate alternatives.
