Abstract

This document presents the results of a Phase I cultural resources survey and archeological inventory of an approximately 22.5 ac (9.1 ha) compressor station and a 350m (1148.29ft) long access road associated with the Elba Coldwater Compressor Station Project location in Elbert County, Georgia. This investigation was completed on behalf of Elba Express Company, LLC. in September 2011. This study incorporated a comprehensive records review and the completion of a Phase I cultural resources field survey and archeological inventory of the proposed project area. The cultural resources investigation was designed to identify and to evaluate all cultural resources (archeological sites, isolated finds, standing structures, cemeteries, and traditional cultural properties) situated within the Area of Potential Effect that might be impacted adversely as a result of this undertaking. The field investigation involved pedestrian reconnaissance and shovel testing along survey transects spaced 30 m (98.4 ftp apart. During the cultural resources investigation, a total of 203 shovel tests were excavated. This pedestrian survey and shovel testing effort resulted in the identification of previously recorded Site 9EB737, a multi-component site that included both lithic materials and late nineteenth to early twentieth century refuse. Site 9EB737 does not possess those quality of significance as defined by the National Register of Historic Places Criteria for Evaluation (36 CFR 60.4 [a-d]). No additional testing or evaluation of the Elba Coldwater Compressor Station, the associated access road, or Site 9EB737 is recommended.
