Abstract

The current project was conducted as a result of revisions to the proposed Lithonia Industrial Boulevard Extension in DeKalb County, which involves extending Lithonia Industrial Boulevard on new alignment beginning at the Evans Mill Road intersection with Rock Springs Road and continuing north to the existing collector-distributor lane at Interstate 20 (I-20) near the Evans Mill Road exit, for a total distance of approximately 1.10 miles (Attachment 1). The proposed roadway will consist of four 12-foot-wide lanes divided by a 20-foot landscaped median and the proposed right-of-way (ROW) will vary from 80 to 120 feet in width. New South conducted the initial archaeological survey for this project in 2006 and conducted additional examinations in 2007, 2010, and 2011.

Current changes in the proposed project require it to be divided into two phases (Phases 3 and 4) for construction, due to constrained local funding for ROW acquisition and construction. Phase 3 is identified as PI 0006889, and Phase 4 is PI 0013756. This phasing would retain the original overall project termini. Phase 3 will be constructed first and would continue along the established letting schedule.
